Mediation, defined

Mediation is the step that confirms two parties are permitted to transact before value changes hands. Not compliance monitoring, which reads a ledger after the entries are written; not a settlement network, which moves value between accounts. Mediation sits ahead of both: it verifies that both counterparties hold valid credentials and are permitted to transact under applicable policy, and clears the route only if they are. If they are not, nothing executes. The verification is on-chain, automated, and cryptographically verifiable.

Two organisations, two jobs

The check cannot run until one question has an answer: who is this counterparty, verifiably? That answer is not Zilliqa's to give. It is issued by LTIN - the sovereign trust infrastructure majority-owned by Telecom Liechtenstein - as a verifiable organisational identity (vLEI). LTIN issues the identity; Zilliqa runs the check beside it. Neither stands on the other; they stand next to each other. Identity belongs with the sovereign issuer; enforcement belongs with the neutral layer. LTIN is in the process of obtaining GLEIF Qualified vLEI Issuer accreditation.

A public chain, not a permissioned one

The check is additive, not restrictive; it does not gate access to the network. Zilliqa remains a public blockchain. The Mediation Layer confirms permission, then facilitates settlement across any settlement network, whether EVM, SVM, or another chain, while custodying no assets and running no book of its own. It clears the route; it takes no side in what settles.

Why it has to come first, and why that cannot be retrofitted

On a chain built to settle, a transaction's validity is defined by settlement rules: valid signature, sufficient balance, correct nonce. Settlement is the state transition. To make permission a precondition, you would have to redefine what a valid state transition is, so an unpermissioned transfer is never valid in the first place. A chain that already settles first cannot move that step earlier without rearchitecting its own state transition. The ordering is the architecture. The layer is in active development; the architecture specification publishes in Phase 01.
